New York State Financial Aid
Financial aid can significantly reduce the cost of college, but it can be tricky to estimate how much aid you will get. New York State has tuition aid that is separate from Federal financial aid. As with all financial aid programs, you will need to fill out a FAFSA form.
To be eligible for New York State financial aid, you:
- must be U.S. citizen or eligible non-citizen;
- must have established legal residence in New York State 12 months prior to the beginning of the semester;
- must be enrolled and matriculated in a program for at least 12 credits (TAP); at least 6 credits (APTS); and
- Must satisfy Academic Pursuit and Progress.
Tuition Assistance Program (TAP)
These need based awards are determined by student/parent information provided on the FAFSA and New York State tax information. Awards range from $250 to $5,665 and are determined by New York State.
Enhanced TAP
The Enhanced Tuition Award Program (Enhanced TAP) provides awards to students who are New York State residents attending a private college located in New York State. The total award is a combination of a student’s TAP award, plus the Enhanced Tuition Award and a match from your college. The combined amount cannot exceed $6,000. Students must complete 30 credits per academic year to continue to receive this award. Upon accepting the award, students sign a contract agreeing to live and work in New York State for the amount of years they received their award. If these requirements are not met, the award will convert to a loan. HESC (Higher Education Services Corporation) will contact each applicant via email regarding the Enhanced TAP award amount. At that point, the applicants must determine if they want to accept this award. Students who remain eligible will have their tuition frozen based on the first year that they receive the Enhanced TAP award.

Aid for Part-Time Study (APTS)
This award is available to currently enrolled part-time students. The award is contingent on student need as well as fund availability. The maximum award for a semester is one-half of the student’s TAP award up to a maximum of $1,000. For more information, please contact the Student Financial Services Office.
Additional Opportunities
New York State Aid to Native Americans
Students who are listed on an official tribal roll of a New York State tribe or who are children of an enrolled member may be entitled to aid under this program for up to four years of full-time study.
Award for Children of Deceased Police Officers or Firefighters
Awards for up to five years for full-time matriculated study are available to resident children eligible for the Regents Award for Children of resident police officers, firefighters, or volunteer firefighters of New York State, or any of its municipalities, who died as a result of any injury sustained in the line of duty.
Award for Children of Deceased or Disabled Veterans
Awards for up to five years for full-time matriculated study are available to children of resident veterans who died in U.S. military service or who have a current disability of 50% or greater as a result of U.S. military service.
Maintain Your New York State Funding
To continue to receive aid, you must continue to take a minimum of 12 credits (TAP) or six credits (APTS), per semester. You must also maintain a grade point average of at least 2.0.
TAP Waiver
- Regulations of the New York State Commissioner of Education permit students who lose TAP due to withdrawal from classes because of unforeseen mitigating circumstances to apply for a one-time waiver of New York State’s TAP academic progress and pursuit-level requirements.
- A waiver is not automatic and must be done in accordance with Monroe University's criteria.
- Monroe University, at its discretion, may grant a waiver based on an evaluation of mitigating circumstances beyond the student’s control. Documentation of circumstances is required. A student’s potential to benefit from approval of a waiver is also a determining factor for waiver approval.
- Requests for waivers must be initiated by the student at the appropriate Office of Student Services. The Office of Student Financial Services will determine approval.
