Elvin Mercado

Elvin Mercado’s journey is a testament to his dedication and leadership skills, shaped significantly by his education at Monroe.
After earning a Bachelor’s in Business Administration from Monroe, Elvin went on to pursue a Master’s in Business Operational Excellence from Ohio State University. He then completed the Postal Service Senior Executive Assessment and Development, Executive Leadership, Executive Foundations, and Advanced Leadership programs. Additionally, he is a Lean Six Sigma green belt, black belt-trained, and platinum-certified in the Postal Service’s Analytics University.
Elvin began his postal career in 1988 and he consistently led his districts and Post Offices to ongoing service and operational improvements. Acting as executive-in-charge of the hurricane recovery team deployed to Puerto Rico in 2017, Elvin restored services and ensured the safety of Postal Service employees and customers after Hurricanes Irma and Maria.
Shortly after, Elvin served as vice president of Retail and Delivery Operations for the Postal Service’s. In 2021, Elvin oversaw retail and Post Office operations for the nation’s largest retail network, including more than 31,000 Post Offices. In 2022, he expanded his responsibilities to include oversight of Field Maintenance Operations, managing maintenance services for Postal Service stations and branches to promote safety and health standards, reinforce postal policy, and integrate operational excellence principles into field maintenance work practices.
Today, Elvin is the vice president of Retail and Post Office Operations for the United States Postal Service (USPS). His career reflects his commitment to success and leadership, emphasizing how a strong educational foundation from Monroe can help pave the way to professional success.
